Kingston Links Media Release – 12th December 2016
Pask Group have been working on a proposal for the re-development of the Kingston Links property to create a new masterplanned residential community in Rowville.
This mixed use project will focus on providing a wide choice of family homes and integrate parks, walking trails, and landscaped open space, particularly along the existing creek corridor. In addition, Pask Group will explore the inclusion of medium density and apartment options, along with compatible amenities in the proposed mixed-use precinct, which will benefit residents and the local community. Pedestrian links will connect the new development to existing residential areas, giving the neighbouring community the opportunity to enjoy the new parks and recreational areas.
The plans for the development of the Kingston Links site are consistent with its designation as a “Strategic Investigation Site” in the Knox Housing Strategy 2015. Pask Group have submitted an application for rezoning to Knox City Council. This application is in the early stages of review and has not yet gone before council for a decision. Pask Group are proud to continue their long association with Rowville, dating back to the successful 800 lot Sovereign Crest Estate.
Creating around 800 new family homes in this location, along with parks and open space, is a desirable outcome for the site and is in line with the ongoing demand for homes in this popular suburb.
Pask Group hosted an information session for local residents and stakeholders on 1st of December 2016 regarding the development of Kingston Links. This session provided an opportunity to speak to local residents about the plans for the site and to listen to their feedback. Local residents attending the session provided many positive comments as well as some frank feedback and constructive ideas that will help the new development integrate with the existing community.
Discussions at the information session included; the management of water and drainage, the use of buffer planting, traffic management, plans for the local Corhanwarrabul Creek, the proposed start date, when lots would be available to purchase, and what types of homes would be built.
Pask Group have worked closely with Melbourne Water and their water management consultants to put a plan in place to improve the existing management of stormwater and improve drainage on the site.
Buffer planting will be used along the boundary of the site to provide a screen between the existing residential and the new homes. This buffer planting will follow and expand the existing tree reserve that currently restricts views into the site from adjoining residential land. At the information session Pask Group presented a cross section that demonstrated the extent of the buffer and the additional planting that will occur. This plan was well received by the majority of neighbouring residents. The buffer includes a tree reserve, a walking track, additional planting and landscaping, a step down to a shared way, a nature strip, and a path.
While access to the site will be provided to neighbouring residents via pedestrian links that will integrate the existing and new communities, traffic will primarily access the site via Corporate Avenue and Wellington Rd. There will be no direct vehicle access to existing adjacent residential streets.
Corhanwarrabul Creek will receive extensive rejuvenation to restore its natural beauty and function. Pask Group is working closely with the relevant authorities and all works within the creek restoration zone will be in accordance with Melbourne Water, Knox City Council, and Ecology and Heritage Partners’ requirements, and will be carefully planned in respect of existing flora and fauna.
Subject to planning and the development schedule, work on site is expected to start in 2018. Pask Group places an emphasis on creating premium residential communities that leave a lasting and positive legacy. The majority of the homes will be free-standing family homes with a selection of townhouses and apartments. Four New Schools in Melbourne’s Southeast by 2017
The initiative named the New Schools Public Private Partnership Project, is set to invest $291million to deliver 15 new schools between 2017 – 2018 in high growth areas such as Clyde North, Cranbourne, Epping, Point Cook and Torquay.
Schools set to open in the south-eastern corridor are;
2017 School Year –
- Casey Central East Primary School (Cranbourne North)
- Cranbourne South West Primary School (Cranbourne West)
- Heather Grove Primary School (Clyde North)
- Pakenham South West Primary School (Pakenham)
Victorian Government has pledged that under the PPP model, the schools will be financed, designed, built and maintained by the private sector for 25 years, Premier Daniel Andrews has also added that ‘more than 14,000 students will benefit from the $291 million investment.’
Contract is set to be entered into late-October, with construction of the first group of schools scheduled for commencement by the end of the year.

Circa Park Wins Award!

State Government Announces New Children’s Hospital
Soon thousands more children in the south-east will have access to specialist care closer to home, with the State Government recently announcing construction of the new Monash Children’s Hospital due to begin in the coming months.
The City of Casey and neighbouring Cardinia Shire have been noted as two of the fastest growing local government areas and home to a third of the state’s children, this indicates that the hospital will be well placed to deal with demand for paediatric care.
The new hospital will deliver an extra 60,000 outpatient treatments per year and its facilities will include:
– 96 paediatric beds
– 12 dedicated children’s cancer day beds
– 20 same day beds
– 10 paediatric intensive care beds
– 30 neonatal intensive care cots
– 28 beds providing special mental health services for children and teens
However, the benefits of this facility will scope beyond healthcare, with the creation of more than 700 jobs during its construction and employment of various healthcare professionals, administrative staff, among other roles once completed.
Construction is set to commence in July this year with completion anticipated for Dec 2016. The children’s hospital will be built alongside the Monash Medical Centre in Clayton.

It will be developed into a commercial precinct, a new town centre, health and learning precinct, enterprise precinct and a business precinct, as well as providing new homes to support this employment.
The precinct will have excellent freeway access and provide a wide range of retail and employment options, while the planned Point Cook South West and Wattle Avenue residential communities outlines in the masterplan will include a variety of housing types and facilities.”

Infrastructure announcement benefits Providence residents
For those city bound, the commute could be cut dramatically as the Government announces plans to upgrade Providence’s closest major arterial.
The Tullamarine Freeway is set to undergo an $850 million dollar upgrade with plans to boost the road’s capacity by up to 30 percent.
The two-year project which is scheduled to commence next year will upgrate CityLink between the Westgate Freeway and Essendon Airport on the Tullamarine Freeway, specifically by adding extra lanes covering 33 kilometres between the Bolte Bridge and Tullamarine Fwy, north of Englis Street.
There are also talks of extending these works to widen Tullamarine Freeway from Melrose Drive to the Airport.
The upgrade also plans to include new traffic management tools such as speed signs above all lanes, stop and go signals on ramps and more CCTV cameras.

Growth Ahead in Residential
As reported on the Property Council of Australia’s website this week, the housing market is set to take off in the next 18 months, with Melbourne house prices expected to rise 9 per cent in 2014, a new report from research consultancy Macromonitor finds.
The price growth is expected to continue into the first half of 2015, too, with an anticipated 3 per cent increase in prices across the capital cities.
The report also states that nationally dwelling commencements will peak next year at about 180,000 – their highest level since 1994. In January, building approvals reached 17,514, which was the biggest monthly gain in 12 years.
The increase in national house prices is being driven by several factors, including population growth, strong local and foreign investor appetite and good conditions for owner-occupiers, such as low mortgage rates.

A New Shopping and Entertainment Precinct is On Its Way!
Following significant population growth within Victoria’s western corridor, Werribee Plaza Shopping centre will undergo a $370 million dollar redevelopment, also adopting the new name ‘Pacific Werribee’ in a bid to reposition the plaza as the new premier retail destination for the Western suburbs.
Expanding by more than 35,000 square metres to include precincts for fashion, food, dining and entertainment, the development will introduce a two-level Myer store, Target store, 120 new shops and kiosks, a new fresh food precinct branded ‘Hunter & Gatherer’ that will include a Woolworths and an ALDI, a Village Cinemas redevelopment with two new Gold Class Cinemas and 1,500 additional car parking spaces.
The redevelopment will also include a new 10-bus terminal interchange and an outdoor dining precinct to include specialty cafes and alfresco restaurants.
With construction already underway, key completion dates are anticipated to span over the next two years, to include the opening of the bus terminal early this year, early 2015 opening of the dining and entertainment precinct, mid-2015 opening of Target and specialty stores and mid-2016 opening of Myer and additional specialty stores concluding with the late 2016 opening of the food precinct.
